Christine Hayes
President and CEO
Christine Hayes serves as President and CEO of the Central California Blood Center, where she is responsible for ensuring a safe and stable blood supply for five counties in the Central Valley. In this role, she leads organizational strategy and operations, with a focus on innovation, hospital partnership, and expanding CCBC’s impact across the communities it serves.
Prior to joining CCBC, she held senior leadership roles at LifeServe Blood Center, including Chief Operating Officer, where she oversaw operations supporting more than 190 hospitals across multiple states. During her tenure, she also played a pivotal role in establishing LifeServe as a leading provider of convalescent plasma during the COVID-19 pandemic.
Christine holds a bachelor’s degree in Business Administration from Iowa State University and has been actively involved in advancing the blood banking profession through service on numerous industry boards. These include Blood Centers of America, the National Blood Collaborative, the National Blood Testing Cooperative, America’s Blood Centers, and the Association for Blood Donor Professionals, where she previously served as President. Outside of work, she enjoys playing golf, gardening and spending time with her husband and three daughters.
Jeff Esraelian
Director of Human Resources
Jeff Esraelian leads human resources at the Central California Blood Center, overseeing compensation, employee relations, benefits, recruitment, workplace safety, and overall HR strategy. He focuses on delivering a positive employee experience, supporting operational needs, and proactively managing organizational risk. With over 25 years of HR experience across public and private sectors, Jeff previously held leadership roles at the Superior Court of Fresno County, Sebastian, and the Marjaree Mason Center.
Jeff holds a bachelor’s degree in Business Administration from California State University, Fresno, an MBA from National University, and HR certifications including Senior Practitioner of Human Resources (HRCI). Outside of work, Jeff enjoys spending time with his wife and family, playing pickleball, supporting Fresno State sports, gardening, and enjoying the Central Coast lifestyle.
Jessica Mancilla
Director of Quality Assurance
Jessica Mancilla brings 27 years of experience at the Central California Blood Center, leading quality programs that ensure the safety, purity, and availability of lifesaving blood products. She oversees regulatory compliance, accreditation readiness, and companywide quality systems, including audits, CAPA programs, and risk mitigation strategies, while fostering a culture of continuous improvement.
An active leader in the blood banking community, Jessica serves on the board of Blood Centers of California, is a member of America’s Blood Centers Executive Fellows and is a member of America’s Blood Centers Council of States supporting initiatives that strengthen the blood banking profession and she enjoys mentoring colleagues. Outside of work, she enjoys spending time with her husband, family and friends, cooking, traveling, live music and sporting events.
Abby Minong
Director of PR and Marketing
Abby Minong leads public relations and marketing at the Central California Blood Center, where she is responsible for advancing donor recruitment, strengthening community partnerships, and elevating overall brand visibility. In her role, she oversees strategic communications, digital and social media channels, media relations, and marketing campaigns, while also supporting donor centers and local blood drives.
With a background spanning healthcare, education, and technology, Abby brings a well-rounded perspective to mission-driven communications. Prior to joining the organization, she held leadership roles at Valley Children’s Healthcare, where she led Children’s Miracle Network fundraising initiatives and managed key partnerships and accounts. She holds a bachelor’s degree in Business Administration from San Francisco State University. Outside of work, Abby enjoys traveling, exploring new restaurants, and spending quality time with her family and her pug.
Katie Nielsen
Director of Donor Services and Donor Recruitment
Katie Nielsen leads donor services and recruitment at the Central California Blood Center, overseeing blood collection operations and the community blood drive program. She focuses on providing a safe, donor-centered experience while ensuring a reliable blood supply for patients across the Central Valley. With more than 13 years in the blood banking industry, Katie brings leadership expertise in donor operations, recruitment strategy, and team development. She previously held leadership roles with Vitalant Blood Donation Center and Cenzone Tech.
Katie holds a bachelor’s degree in General Studies from the University of Louisiana at Lafayette. She is an active member of the Junior League of Fresno and is passionate about giving back to the community. Her dedication to blood banking is personal; after her grandmother’s life was saved by a blood transfusion, Katie became a regular donor to pay it forward. In her free time, she enjoys hiking and spending time with family and friends.
David Revell
Director of Finance
David Revell serves as Director of Finance at the Central California Blood Center, where he oversees the organization’s full spectrum of financial operations. In this role, he is responsible for fiscal management across key functions including payroll, budgeting, financial reporting, and inventory oversight. His leadership ensures that operational resources are effectively aligned with CCBC’s mission and long-term sustainability.
Prior to joining CCBC, Dave worked at the Marjaree Mason Center, where he managed the organization’s financial operations. His broader professional background also includes experience in public accounting and medical billing, giving him a well-rounded perspective on financial management, operational efficiency, and regulatory compliance. He holds a Bachelor of Science in Business Administration (Accounting) from California State University, Fresno. Outside of work, Dave enjoys spending time on the slopes snowboarding and playing golf.
Jeff Taylor
Director of Hospital Services
Jeff Taylor serves as the Director of Hospital Services at the Central California Blood Center, where he oversees the production and distribution of lifesaving blood products, diagnostic work of our Immunohematology Reference Laboratory (IRL), while he manages critical partnerships with hospitals throughout the Central Valley. In this role, he is responsible for ensuring a reliable, patient-center blood supply while advancing departmental initiatives that strengthen hospital service operations and partnerships.
With a background in immunohematology and laboratory leadership, Jeff previously served in management at the Southern California American Red Cross IRL. He is a licensed Clinical Immunohematologist Scientist (CIS) in the state of California and holds the Blood Banking (BB ASCP) certification which emphasizes the vein-to-vein approach of handling blood. Jeff earned his bachelor’s degree in Biology from California State University, Fresno, and an MBA from the University of Northern Colorado. A Central Valley native, Jeff values community connection and collaboration. Outside of work, he loves baking, playing tabletop games such as Dungeons & Dragons, and spending time with friends and family – sometimes accompanied by his two dogs, Gremlin and Juicie.
